The Texas Real Estate Commission (TREC) is honored to receive three awards from the Association of Real Estate License Law Officials (ARELLO), which annually recognizes innovation and excellence among real estate regulators worldwide. This year TREC is recognized for a video series, its 2025-2026 Broker Responsibility Course (BRC), and a rental fraud investigation.
Video Series: 75 Years of TREC
TREC’s communications team was awarded for its video series celebrating the agency’s 75th anniversary. The project features a collection of videos highlighting TREC’s history, milestones, and impact on real estate regulation. To reach a broad audience, the team created accessible, visually engaging videos. They remain an educational resource and a celebration of TREC’s legacy.
Course Development: 2025–2026 Broker Responsibility Course
TREC earned recognition for its innovative approach to developing the 2025–2026 Broker Responsibility Course. This required course for brokers and delegated supervisors was reimagined to answer some of the most misunderstood aspects of broker responsibility, such as the differences in supervisory roles and the proper use of brokerage policies and procedures.
Highlights of the new course include:
- The “Build a Brokerage” activity, where students design their own brokerage using fictional character profiles.
- Fresh design elements, accessibility features, and relatable case studies.
- Tools that give students tangible takeaways to improve their daily practice.
The course continues a new standard for interactive and relevant continuing education set during the creation of the 2024-2025 Legal Update I and II courses, which received an ARELLO award last year.
Investigator of the Year: Jenna Hall
TREC is again a second straight winner of the ARELLO Investigator of the Year. Investigator Jenna Hall earned this honor for her work on a complex rental fraud case. The case involved multiple fraudulent lease applications, false documents, and misconduct affecting three property owners.
Through detailed investigation and collaboration with law enforcement, Hall uncovered patterns of fraud that led to disciplinary action, including license revocation and felony indictments. Her thorough work ensures accountability and helps protect Texas consumers and property owners.
Hall follows in the footsteps of former Chief Investigator Roy Minton, who received the honor in 2024 for his work on another rental fraud case.
A Team Effort
“These awards reflect the incredible dedication of our staff to education, outreach, and enforcement,” said TREC Executive Director Chelsea Buchholtz. “I am proud of these recognitions and the significant work behind them. Together, they highlight how TREC’s mission—protecting consumers of real estate services in Texas—is carried out every day.”
The success of these projects reflects contributions across the agency. TREC’s two-person communications team—Government and Strategic Communications Director Summer Mandell and Communications Specialist Sierra Pizarro—worked alongside the Commissioners, subject matter experts, Texas Real Estate Research Center staff at Texas A&M University, and colleagues across TREC including Deputy Executive Director Vanessa Burgess, Curriculum Developer Jennifer Grube, General Counsel Abby Lee, Enforcement Director Michael Molloy, and Education and Examinations Director Jennifer Wheeler.
