Job Summary:

Performs highly complex (senior-level) managerial work administering the daily operations and activities of the agency’s Licensing Division at the Texas Real Estate Commission (TREC). TREC regulates real estate brokerages, inspectors, easement and right-of-way services and timeshares. Work involves setting long term vision for department as well as   division goals; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; identifying system efficiencies, coordinating and evaluating program activities or business functions; and reviewing and approving budgets within licensing division. Supervises the work of others. Must be committed to a culture of professional kindness, operate with transparency, and have a spirit of servant leadership and customer service. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Job Duties:
  • Serves as the Director of Licensing for the agency.
  • Performs program planning and supervision of staff within the Licensing Division.
  • Establishes goals and objectives consistent with agency strategic plan.
  • Develops and approves schedules, priorities, and standards for achieving goals.
  • Directs performance evaluation activities.
  • Plans, develops, reviews, revises, implements, and evaluates licensing policies and procedures, correspondence, directives, and publications.
  • Develops and presents reports regarding licensing operations, to the Executive Director and Commission.
  • Monitor day to day staffing needs of the division and allocate resources where needed
  •  Performs related work as assigned.
Minimum Qualifications:
  • Graduation from an accredited four-year college or university. Relevant experience may be substituted for the required education on a year-for-year basis
  • Six (6) years of experience in program management, including three (3) years of supervisory or managerial experience.
Preferred Qualifications:
  • Master’s degree in public administration, business administration, law or a related field
  • Experience working within a state or federal regulatory agency.
Knowledge, Skills and Abilities:
  • Working knowledge of relevant federal, state, and local laws, statutes, and regulations. 
  • Working knowledge of Centralized Accounting and Payroll/Personnel System (CAPPS). 
  • Knowledge of the legislative process, including analysis and interpretation of legislation. 
  • Skill in organization and long-range and short-range planning. 
  • Skill in providing excellent customer service. 
  • Skill in examining system processes and finding efficiencies.
  • Ability to establish program goals and objectives that support the strategic plan. 
  • Ability to coordinate multiple projects simultaneously. 
  • Ability to lead by example and diplomatically motivate others.
  • Ability to maintain effective working relationships within and outside the agency. 
  • Ability to communicate effectively, both orally and in writing
Environmental and Physical Conditions:

Normal office work environment, mostly sedentary in nature. Involves speaking to groups of people. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
