Performs highly complex (senior-level) managerial work administering the daily operations and activities of the agency’s Human Resources Division, and provides guidance in strategic operations and planning. Monitors and ensures compliance with equal employment, Fair Labor Standards Act, Position Classification Act, Americans with Disabilities Act, Family and Medical Leave Act, and other state and federal laws and regulations. Work involves establishing and implementing the human resources (HR) goals and objectives of the agency; developing and overseeing HR policies; developing guidelines, procedures, rules; coordinating and evaluating program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others. Works closely with the agency’s General Counsel and Executive Director. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
- Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, organizational development, or a related field.
- Six (6) years of experience in human resources program management, including three (3) years of supervisory or managerial experience.
- Additional related experience may be substituted for education on a year-by-year basis.
- Considerable knowledge of the principles and practices of human resources management.
- Working knowledge of relevant federal, state, and local laws, statutes, and regulations.
- Working knowledge of Centralized Accounting and Payroll/Personnel System (CAPPS).
- Knowledge of the legislative process, including analysis and interpretation of legislation.
- Skill in organization and long-range and short-range planning.
- Skill in providing excellent customer service.
- Ability to establish program goals and objectives that support the strategic plan.
- Ability to coordinate multiple projects simultaneously.
- Ability to maintain effective working relationships within and outside the agency.
- Ability to communicate effectively, both orally and in writing.
- Certified Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Society for Human Resource Management Certified Professional (SHRM-CP), Society for Human Resource Management Senior Certified Professional (SHRM-SCP), or other human resources-related certification, preferred.

Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
